Massive Development, “Teal Club,” on the Boards for the City of Oxnard

The massive development, entitled “Teal Club,” remains on the boards for the City of Oxnard, boarded by Teal Club and Ventura Roads. The proposal is by Borchard Property Co-Owners. Plans call for 990 new dwelling units and 60,000 square feet of commercial space.

The project requires the annexation of 186 acres from the unincorporated area of Ventura County into the City of Oxnard. Due to the county policy of avoiding the creation of unincorporated islands, the project includes the annexation of 11.4 acres (nine parcels) south of Teal Club Road, connecting the lot to Oxnard Airport. The 11.4 acres would be rezoned as a Light Manufacturing zoning district with a capacity for up to 347,608 gross square feet of manufacturing use.

The Teal Club Lot is made of 16 separate parcels. It will need to be rezoned from agricultural use to meet the variety of zoning included in the new design. These include residential, retail, commercial, business/research parks, parks, and public facilities use.

Plans emphasize neo-traditional town planning with a focus on sustainability and transit-oriented development. The developers aim to create a balanced community with jobs, school, recreation, shopping, and affordable and market-rate housing on the project site. Construction would roll out in two phases. Dates for the project have not been declared, although the 2030 General Plan land use map designates the project site for an Urban Village.
