Plans for a new residential building at 2201 East 1st Street call for a four-story structure designed as a contextual infill project in Boyle Heights. The site is located near the intersection of East 1st Street and Soto Street, adjacent to the existing Las Palomas Hotel, and is slated for a fully affordable housing development within an established neighborhood fabric.
The project, known as Estrella Azul, is being developed by A Community of Friends and designed by Koning Eizenberg Architecture.

The proposed building is organized as a U-shaped volume, with its massing arranged to frame a central courtyard at ground level. Rather than presenting a single continuous facade, the structure is broken into multiple wings that define both the street edge and the interior open space. This approach allows the building to maintain a consistent four-story height while reducing the perceived scale along its perimeter.
Plans call for 80 apartments serving low-, very low-, and extremely low-income households. When completed, the building will introduce a four-story residential infill project that emphasizes architectural continuity and site-sensitive massing within the Boyle Heights neighborhood.

Renderings depict a composition that emphasizes continuity with nearby development patterns. A masonry-clad base anchors the lower floors, while lighter upper volumes step back visually from the street-facing edges. Window openings are arranged in a regular rhythm across the facades, reinforcing a restrained and repetitive architectural language typical of mid-rise residential infill in the area.

The courtyard functions as the organizing element for circulation and shared space within the project. Open-air walkways and bridges face inward toward the landscaped center, creating a clear separation between public-facing street elevations and resident-oriented interior spaces. The building’s orientation also establishes a physical relationship with nearby open space, including the adjacent pocket park along the site’s edge.
