A large-scale affordable housing development is moving forward at 17100 Victory Boulevard in Lake Balboa, where a single site is being built out with a two-building residential program that combines family housing, supportive units, and limited commercial space within a unified campus. Rather than separating uses by income or tenancy type, the project organizes its housing and services within a shared site framework.

The development is designed by VTBS Architects, with landscape architecture by MJS Landscape Architecture.

Plans call for two five-story buildings containing a total of 194 apartments, with residences distributed across studio, one-, two-, and three-bedroom layouts. The program includes 48 units reserved for formerly homeless households, alongside 144 apartments targeted to families earning between 30 and 80 percent of area’s median income, plus two manager’s units. This mix positions supportive housing and workforce-oriented affordability within the same development envelope.

Residential buildings are arranged around shared courtyard space, creating internal open areas that serve as communal anchors for residents. In addition to housing, the project incorporates on-site offices for supportive services, integrating case management and resident support functions directly into the site rather than locating them off-site or in standalone facilities. Rooftop decks further expand shared amenities vertically across the two structures.

Parking for 88 vehicles is provided on site, scaled to the project’s affordability focus and proximity to active transportation infrastructure. At ground level, plans also include approximately 1,000 square feet of commercial space, positioned along the site edge and intended for neighborhood-serving retail or office use by a local organization. This component introduces a modest non-residential presence without shifting the project’s primary residential emphasis.

The site layout reflects its location along Victory Boulevard, where residential frontage, open space, and pedestrian-oriented uses are layered to mediate between housing and adjacent circulation corridors.

Financially, the project is supported by public-sector investment. In March 2025, the Los Angeles Housing Authority’s Board of Commissioners approved up to $78.7 million in financing, establishing the funding framework necessary to deliver the project’s affordability levels, supportive services, and shared amenities at scale.
