A seven-story mixed-use residential development has secured approvals for construction at 3601 Mission Road in Lincoln Heights, on a site spanning Mission Road, Lincoln Park Avenue, and Barbee Street, directly across from Lincoln Park. The project will bring 184 apartments in a podium-type building to a parcel currently occupied by surface parking.

The applicant is Lincoln Park Holdings, LLC, with Brian Silveira & Associates serving as representative. Lahmon Architects is the project designer of record. City Planning documents also note coordination with Feffer Corporate Real Estate as project manager. The project team is rounded out with legal representation by Armbruster Goldsmith & Delvac LLP, listed in correspondence to the City.

The approved plans detail a unit mix of 87 studios, 67 one-bedrooms, 26 two-bedrooms, and 4 three-bedrooms. Parking for 145 vehicles will be provided on two podium levels, including 103 spaces for residents and 42 reserved for the adjacent medical facility, along with 129 bicycle spaces. The structure is permitted up to 86 feet in height.

In granting entitlements, the City applied State Density Bonus Law and Los Angeles Municipal Code provisions to allow greater floor area and reduced parking in exchange for affordable housing. Forty-seven apartments are reserved for very low-income households. Incentives include a 22 percent increase in floor area ratio to 3.67:1, waivers for side-yard setbacks, and open space reductions, all supported by findings in the Planning Commission staff report.

The project includes amenities such as two courtyards, a recreation room, a pool deck, and rooftop terraces at levels three and six. Vehicle access is planned from Lincoln Park Avenue, with the parking podium wrapped and screened to reduce its impact on the streetscape.

With approvals now finalized, the Mission and Lincoln development advances after a protracted entitlement process. The Council’s August 19, 2025 decision to deny CEQA appeals clears the way for construction to begin, marking a significant infill addition to the Lincoln Heights neighborhood.
