Renderings Revealed For a 15-Story Tower At 2321-2327 South Flower Street, Historic South-Central, Los Angeles

Renderings have been revealed for a mixed-use tower planned at 2321-2327 South Flower Street in Historic South-Central in Los Angeles. The project proposal includes the development of a 15-story tower offering residential and retail spaces. The new construction will replace the existing surface parking lot.

GH Palmer Associates is the project developer. GMPA Architects is responsible for the design concepts.

Named Ruspoli, the project will rise to fifteen floors to feature 280 studio apartments. A commercial space spanning an area of 700 square feet will be developed on the ground floor. Parking space with a capacity of 64 vehicles will also be designed on the site.

Palmer will set aside 31 of the apartments as deed-restricted affordable housing at the extremely low-income level to meet a requirement of the Southeast Los Angeles community plan implementation overlay, per a determination letter issued in February by the Planning Department.

Renderings reveal a contemporary mid-rise tower standing approximately 224 feet in height. Plans call for landscaped yards and a rooftop amenity deck.

The project is developed from the previous version of Palmer’s Lorenzo apartment complex across the street, which called for proposed a residential tower standing as high as 50 stories on the property. Palmer later downsized that proposal to a smaller 12-story tower before ultimately abandoning the project in 2016.

The downtown-adjacent apartment complex will sprout along the Harbor Freeway corridor. The estimated construction timeline has not been announced yet.
