A five-story affordable senior housing development is advancing at 11410 West Burbank Boulevard in North Hollywood, Los Angeles, where Domus Development is moving ahead with construction of the Harmony Senior Apartments. The project, planned on a parcel north of Metro’s North Hollywood Station, will provide 84 homes—83 reserved for low-income seniors and one on-site manager’s unit—funded in part by $8.23 million in HOME program financing approved by the Los Angeles Housing Department.

The project team is led by Domus Development through Harmony Senior Apartments, L.P., which also owns the property. KFA Architecture serves as architect of record, preparing the design and permit plans on file with the City.

According to the City’s filings, the building is organized as three connected sections forming a back-to-back E-shaped footprint with four interior courtyards and a rooftop deck. The ground floor will house the residential lobby, a garage with 43 vehicle spaces, management offices, and social service facilities. Housing will occupy the second through fifth floors, supported by two elevators. Bicycle storage for 70 bikes is included, balancing limited auto parking with transit-friendly design. The overall structure will stand approximately 57 feet tall.

The California Tax Credit Allocation Committee (CTCAC) approved a reservation of federal low-income housing tax credits for the project in 2024. CTCAC records confirm a program of 42 studios, 41 one-bedrooms, and a single two-bedroom manager’s apartment, all restricted for households earning between 30 and 50 percent of the area median income. Affordability will remain in place for a minimum of 55 years under state and local covenants.

Renderings show a contemporary podium-type building articulated into distinct wings around landscaped courtyards. The Burbank Boulevard frontage is framed by a projecting white mass with inset dark panels, highlighting the entry. Adjacent sections use lighter finishes and step back at the roofline, where a landscaped terrace provides outdoor space. Balconies, recesses, and varied window rhythms reduce the apparent massing and give the façade depth, while new trees and planting beds create a softened edge along the street. This design strategy reflects the E-shaped plan outlined in City filings, ensuring that interior units have daylight and open space access.

Harmony Senior Apartments adds to the city’s portfolio of affordable homes built in proximity to major transit, advancing policy goals of pairing income-restricted housing with walkable access to jobs and mobility.
