County are the project developers. John V. Mutlow Architects is responsible for the designs.

The project proposal includes the construction of a five-story building offering dwelling units at affordable rates. Plans call for the demolition of an auto repair shop currently occupying the site. Washington San Pedro, LLC is listed as the project application. B. Raeen Construction is listed as the engineer responsible for the designs.
