A redevelopment plan has been filed for 2908 South Robertson Place in Mid-City, where Westminster United Presbyterian Church proposes to rebuild its long-time home with new housing above. The project would create three separate buildings rising up to seven stories, containing a total of 162 apartments reserved as affordable.

The application identifies Westminster United Presbyterian Church as the property owner and applicant, with JPark Architects listed as architect.

According to the submitted architectural package, the complex will span 106,103 square feet of floor area on a 36,175-square-foot lot. Building A, fronting Robertson Place, is planned with 65 apartments above a church lobby, bicycle storage, and mezzanine offices for the congregation. Building B, at the center of the site, would contain 66 units above ground-level parking and bike storage. Building C, to the east, is designed with 31 units and an additional lobby and bike room. Each structure includes rooftop decks for residents, and the program overall mixes studios with one-, two-, and three-bedroom layouts.

Planning documents show the site zoned MU(EC) under the Exposition Corridor Transit Neighborhood Plan. With incentives from the City’s Affordable Housing Incentive Program and Executive Directive 1, the project is permitted to exceed base density and reduce on-site parking. No residential vehicle parking is proposed, consistent with AB 2097 prohibitions near major transit stops. Bicycle parking is provided instead, with 68 long-term and 15 short-term spaces across the three buildings.

The design emphasizes contemporary podium-type massing with outdoor decks at multiple levels.

The program includes a rebuilt church space measuring 10,795 square feet, distributed across the ground floor and a mezzanine level. This satisfies the requirement to maintain an active religious use on the property while integrating housing above. Common open space areas add up to 8,776 square feet, including landscaped rooftop terraces, exterior decks, and a resident lounge. The plan meets minimum planting requirements with 1,334 square feet of greenery, slightly above what zoning standards require.

By combining a full replacement worship facility with new affordable housing, the proposal reflects the City’s broader push to expand income-restricted housing through partnerships with institutional landowners.
