A new permanent supportive housing complex is all set to begin its operations at 2121 West Williams Street in Long Beach. The project proposal included the construction of 90 affordable housing units. Named The Cove, the complex is a 90-unit affordable housing community, with 29 affordable units and one manager’s unit.
The Architects Collective is responsible for the designs. Century Housing is the project developer.
The project consists of 60 dwelling units assigned as permanent supportive housing. The units feature studio floor plans, designated for unhoused Veterans, including 15 units set aside to serve unhoused VASH eligible Veterans with severe mental illness, through funding from the Department of Mental Health’s (DMH) No Place Like Home program. The studio apartments are supported by Veterans Affairs Supportive Housing (VASH) from the Housing Authority of the City of Long Beach (HACLB). All VASH units will be direct referrals from the Coordinated Entry System (CES) administered by the Long Beach Multiservice Center (MSC).
The supportive housing units are restricted to households earning up to 30% to 50% of the Area Median Income (AMI) for the County of Los Angeles. The Century Villages at Cabrillo (CVC) is a 27-acre campus community comprised of housing for homeless veterans and families, plus on-site supportive services. The Cove is the third of The Architects Collective’s projects at CVC. Community features include a lobby, garden, fitness room, laundry facilities, bicycle parking, community room with kitchen, computer room, outdoor patio, second floor courtyard and offices for on-site management and supportive services staff.
A lobby is accessed via the building entrance between the two. Social service offices, a fitness room and laundry room complete the ground-floor plan. A campus CycleHub is tucked into the west side of the building. Surrounded by apartments, a courtyard situated above the parking is a center of activity for residents of both buildings. The belvedere is accessed by a grand staircase and looks out toward the grade-level courtyard below. The Cove maintains existing landscape features, trees and a sand volleyball court.
The project employs an excellent interplay between existing buildings, open space and circulation, while purposefully integrating with future phases of campus development. It engages with a neighboring building (Casa de Cabrillo), realigns the adjacent street and expands the existing pedestrian circulation network. The U-shaped building enlarges and completes an existing courtyard to the north.
Applications for the 29 Veteran Low Income Studio Apartments were made available starting November 1, 2023 with a lottery held on November 30, 2023. Occupancy is expected to begin in early 2024.
