A new affordable housing project has been approved for development at 744 Kern Avenue in East Los Angeles. The project proposal includes the development of a new five-story residential building offering 95 units.
Hollywood Community Housing Corp is the project developer.

Newly published renderings offer a glance at an approved affordable housing complex, named Casa de la Luz.
The scope of work includes the development of 95 apartments above a 60-car garage. With the exception of two market-rate manager’s units, the apartments would be reserved for households earning up to 30 and 60 percent of the area’s median income level. Plans call for 40 units of permanent supportive housing.
Renderings reveal a vibrant colorful five-story building with a U-shaped footprint. The residential space will be wrapped around a central courtyard.

On-site services would be provided by The People Concern. Other than housing, the property will feature multiple patios, a community room, and a public art installation by a local muralist.

The project secured $34 million in funding, including $7 million from the Los Angeles County Development Authority and a $27 million state grant.
The project site is located just north of Whittier Boulevard. If the project’s application for bond financing is successful, construction is expected to begin in Summer 2025.
