The LA City Council has approved $22.7M for affordable housing named Villa Vanowen. Plans call for the construction of a new affordable and permanent supportive housing complex featuring 64 apartments. The residential complex will comprise of three-story and four-story buildings on a vacant site, offering units at affordable rates as well as on-site supportive services. The apartments will consist entirely of studio floor plans.

The estimated $44.7 million cost for Villa Vanowen amounts to a per-unit cost of approximately $699,000. That relatively high cost is attributed to the building designs as explained in a staff report. The project design includes five interconnected buildings rather than a single structure which would have reduced costs.

The proposed apartment complex was originally known as Confianza. Skid Row Housing Trust had initiated an entitlement application for the project in 2019, long before the non-profit developer and service provider had run into financial trouble.
